Job Summary:
PCP Uganda Limited seeks to recruit a dedicated Monitoring, Evaluation and learning Officer to and enhance the impact and effectiveness of the credit programs within the organization. The Monitoring, Evaluation, and Learning (MEL) Officer will be responsible for developing, implementing, and managing a robust MEL system to track and assess the progress and impact of company’s credit programs for smallholder farmers. By systematically collecting and analyzing data, the MEL Officer will provide critical insights to inform decision-making, improve program effectiveness, and enhance organizational learning. The ultimate goal is to ensure that the company’s credit programs are well-aligned with the interest of the investors and contribute to overall outcomes.
About PCP Uganda Ltd:
PCP Uganda Ltd is an Agri-focused fund management private company with over 18 years’ experience in managing agriculture impact funds. PCP is currently managing the dairy and horticulture credit facility with capitalization from the Embassy of the Kingdom of Netherlands in Uganda. This facility is managed through the Dairy and Horticulture Credit Limited (hereafter referred to as “DHCL”) as an independent vehicle. The primary goal of the credit facility is to lend medium-term loans to farmer organizations including SACCOs, Cooperatives and Agri-SMEs for onward lending to smallholder farmers in Uganda’s.
Key Job Responsibilities:
MEL Tool Development and Data Management
i) Develop and implement a robust monitoring, evaluation and learning system that will ensure tracking of program results at different levels (outputs, outcomes and impact).
ii) Work closely with credit officers, credit manager, investment directors and the technical partners to ensure the collection of relevant and appropriate data needed for an effective MEL system which will be utilized in monitoring strengths, weaknesses and gaps in existing credit programs and for reporting on donor commitments.
iii) Review existing data collection tools for the current credit program. iv) Review, update and or recommend use of appropriate MEL technology including mobile data collection and reporting systems for PCP to use.
v) Incorporate field and technical team feedback to ensure the continuous improvement of data management systems within the organization’s credit programs.
vi) Timely update and share data on the credit facility performance.
Monitoring and Reporting
i) Maintain and update the overall DHCL result framework based on submission from the credit team and technical partners.
ii) Work closely with the Credit manager and Finance Director to ensure that progress reports to the investors and key partners are prepared and submitted within time.
iii) Develop M&E plans for all future proposals for the fund capitalization and ensure the same is followed up during implementation.
iv) Ensure that the revolving grant(s) have updated work-plan and performance management plan in tandem with all approved proposals, regularly reviewing and updating as needed.
v) Carry out regular data quality assessments/ audits for data based on agreed indicators to guide decision making.
vi) Provide alert to the respective credit officers/ managers, and technical partners on corrective actions required to improve the program performance, including flagging operational issues and risks requiring timely actions.
vii) Review quarterly progress reports from implementing farmer organizations (SACCOs and
other cooperatives) and ensure they have evidence to back-up and provide feedback to the respective credit staff.
viii) Prepare reports related to internal reporting such as the quarterly and annual progress
reports for the investor and partners.
ix) Ensure that cross cutting issues such as environmental gender and age are effectively
mainstreamed in all program implementations.
Assessments, Surveys and Evaluation
i) Liaise with the credit officers, manager and investment directors to ensure that DHCL credit programs adhere to accountability requirements by initiating baseline surveys for new projects and conducting relevant evaluations for ongoing projects.
ii) Coordinate all the company’s assessments, surveys and performance evaluation tasks
including planning and reporting on the same.
iii) Assist in the development of TOR for external surveys and consultant recruitments/ selection.
iv) Coordinate with the MEL Officers of other partner projects like SNV/ INCLUDE project IFDC/BRIGHT, Agriterra/FORT among other EKN funded project to harmonize reports
v) Coordinate the review all survey reports prepared to ensure quality and accurate reporting.
vi) Develop and implement a culture of learning at PCP.
Qualifications, Experience and Competencies.
a) Bachelor’s degree in Monitoring and Evaluation, Statistics, social sciences or any related
discipline. A postgraduate qualification in any of related discipline will be of added advantage.
b) Proven experience of at least 3 years in designing and implementing M&E systems for development projects, preferably in the context of agriculture or microfinance programs 2
c) Proficiency in quantitative and qualitative data analysis using tools such as MS Excel, SPSS, or other statistical software.
d) Proficiency in data visualization software such as PowerBi, Looker Studio or other recommended packages
e) Familiarity with various monitoring and evaluation tools and methodologies. Demonstrated ability to apply various evaluation designs to complexity aware projects such as those implemented by PCP and her partners
f) Excellent written and verbal communication skills. Ability to convey complex findings and insights in a clear and understandable manner to both technical and non-technical stakeholders.
g) Strong project management skills to oversee MEL activities effectively. Ability to manage multiple tasks and deadlines concurrently.
h) Attention to detail to ensure data accuracy and reliability. Thoroughness implementing MEL frameworks and producing high- quality work.
