Monitoring, Evaluation and Learning

Isabirye Brian Wilson joined PCP in May, 2025 as the Monitoring, Evaluation and Learning (MEAL). He is a Monitoring, Evaluation, Accountability, and Learning (MEAL) professional with over seven years of experience designing and implementing MEL systems across diverse sectors, including WASH, Environment & Energy, MHPSS, Legal, Protection, Livelihoods, Education, Digital and financial inclusion, and Cash-based programming. He brings a strong technical foundation in both development and humanitarian contexts.
Brian has been serving as a Senior MEAL Officer at the Lutheran World Federation, where he led the development of MEAL frameworks, conducts impact assessments, and generated actionable insights to improve program performance. Prior to this, he held similar roles at the Norwegian Refugee Council and Windle International Uganda, where he championed the use of digital tools, coordinated evaluations, and drove adaptive learning through robust data systems and stakeholder engagement.
He has led data quality audits, trained field teams, managed indicator tracking, and produced high-quality MEAL reports for donors including UNHCR, UNICEF, SIDA, ECHO, Hilton Foundation, Norwegian Ministry of Foreign Affairs among others. His analytical skills have enabled data-driven decision-making that improved accountability and program alignment.
Brian holds a Postgraduate Diploma in Monitoring and Evaluation from Uganda Management Institute and a Bachelor’s degree in Computer Science from Uganda Christian University. He also holds multiple professional certifications in project management, data analytics, and MEAL, underscoring his commitment to continuous learning and evidence-based development.
